Position Title: Senior Policy, Strategy and Research Adviser
Location: Addis Ababa, Ethiopia (with possible travel as required)
Organization: Center for Digital Health and Implementation Sciences (CDHI), University of Gondar
Contract Type: Full-time (Initial 1-year contract with possibility of extension)
Background
The Center for Digital Health and Implementation Science (CDHI) at the University of Gondar, established in collaboration with the Federal Ministry of Health, is a Center of Excellence in Health Informatics and a dynamic hub committed to advancing digital health solutions and implementation sciences in Ethiopia and beyond.
By fostering partnerships, conducting rigorous research, and building capacity, CDHI contributes meaningfully to national digital health transformation, evidence-informed policy formulation, and sustainable health system. The center serves as a knowledge-sharing and learning platform that bridges academia, policy, and practice, supporting Ethiopiaโs Information Revolutionagenda.
Position Purpose
The Senior Policy and Research Adviser will play a critical role in shaping and advancing CDHIโs research, policy engagement, and strategic direction. The position involves leading high-level research on health policy and systems, informing national and subnational strategies, and translating evidence into actionable recommendations. This role is key to influencing policy development, guiding implementation practices, and positioning CDHI as a thought leader in digital health and implementation science.
Key Responsibilities
A. Strategic Research and Policy Analysis
- Lead and contribute to high-impact research on digital health, health systems, and implementation science.
- Conduct policy analysis and generate evidence that informs health system policies and strategies.
- Produce high-quality publications, including peer-reviewed articles, policy briefs, and technical reports.
B. Policy Engagement and Advisory
- Provide expert input to national and regional health policy development processes.
- Engage with government agencies, multilateral organizations, and key stakeholders to support evidence-informed decision-making.
- Facilitate policy dialogues, roundtables, and technical advisory meetings.
C. Strategic Planning and Institutional Development
- Support CDHIโs strategic planning by identifying research priorities aligned with national health agendas.
- Collaborate with CDHI leadership to strengthen the centerโs position in the digital health and implementation science ecosystem.
- Contribute to organizational learning, theory of change development, and impact measurement.
D. Capacity Building and Mentorship
- Design and deliver trainings, workshops, and mentorship programs for researchers, practitioners, and policymakers.
- Support the development of junior researchers and postgraduate students in policy-relevant research.
E. Knowledge Translation and Advocacy
- Translate research findings into actionable policy recommendations and advocacy materials.
- Represent CDHI at national and international forums, technical working groups, and conferences.
- Contribute to public engagement initiatives, including webinars, media outreach, and strategic communications.
F. Business Development and Strategic Partnerships
- Identify and pursue funding opportunities from bilateral and multilateral donors, philanthropic foundations, and research institutions.
- Support the development of grant proposals, concept notes, and partnership frameworks aligned with CDHIโs mission and priorities.
- Build and maintain strategic partnerships with government stakeholders, donors, academic institutions, and global health organizations.
- Represent CDHI in donor engagements and external meetings to enhance visibility and foster collaboration.
- Track funding pipelines, ensure donor compliance, and contribute to sustainability planning for the center.
Key Qualifications
Required Qualifications
- Advanced degree PhD and Associate professor or equivalent) in Public Health Policy,Development Studies/Development Management, or a related field.
- Minimum of 8 years of relevant experience in leading research or project or strategy development and implementation as senior manager/Director and above
- Demonstrated ability to lead high-level stakeholder engagement and build strategic institutional partnerships.
- Demonstrated experience in working collaboratively with government entities and development partners.
- Proven track record of publishing or leading scientific journals
- Experience in leading impact evaluation research, baseline study and operational research as lead and associate consultant/adviser
- Strong understanding of Ethiopiaโs health system and the digital health landscape.
- Excellent analytical, writing, and presentation skills in English.
- Proven experience in electronic data collection and resource mobilization
