Background
The Center for Digital Health and Implementation Science (CDHI) at the University of Gondar, established in collaboration with the Federal Ministry of Health, is a Center of Excellence in Health Informatics and a dynamic hub committed to advancing digital health solutions and implementation sciences in Ethiopia and beyond.
By fostering partnerships, conducting rigorous research, and building capacity, CDHI contributes meaningfully to national digital health transformation, evidence-informed policy formulation, and sustainable health system. The center serves as a knowledge-sharing and learning platform that bridges academia, policy, and practice, supporting Ethiopia’s Information Revolution agenda.
As part of the national Capacity Building and Mentorship Project (CBMP), the University of Gondar – Center for Digital Health and Implementation Sciences (CDHI) is leading the implementation of the CBMP program in collaboration with Addis Ababa University, Jimma University, Hawassa University, Haramaya University, Mekelle University, and the London School of Hygiene and Tropical Medicine. This consortium supports regional health bureaus and woreda health offices to achieve the country’s information revolution agenda.
The project aims to strengthen digital health, data quality, and information use culture to meet the goals of the Health Sector Transformation Plan (HSTP) with a focus on the Information Revolution in 100 woredas across Ethiopia.
Specific Objectives include:
- Improving data quality and transformation of health information at subnational levels
- Enhancing the culture of data use for evidence-based decision-making
- Advancing digital health and HIS in health facilities
- Strengthening the capacity of RHBs and zonal health departments on data analytics and evidence generation
- Expediting digitization through engagement with local universities
- Building implementation science research capacity within universities and among policy makers
Position Purpose
The Monitoring, Evaluation and Learning (MEL) Expert will play a pivotal role in ensuring that projects and programs in the center are effectively monitored, evaluated, and continuously improved. The MEL Expert will design and implement robust monitoring and evaluation frameworks, lead learning and adaptation processes, and ensure that data is used to inform decision-making, enhance performance, and demonstrate impact.
This role is critical to ensure accountability, fostering a culture of learning, and supporting evidence-based programming across CDHI’s digital health and implementation science activities. The other main role will be learning documentation of projects in the center.
Key Responsibilities
A. Monitoring and Evaluation System Design
- Develop and implement comprehensive MEL frameworks, tools, and indicators for CDHI programs and projects.
- Ensure alignment of MEL systems with national strategies, donor requirements, and global best practices.
- Oversee data collection, quality assurance, management, and analysis processes.
B. Data Analysis and Reporting
- Analyze quantitative and qualitative data to assess project performance and outcomes.
- Prepare high-quality MEL reports, dashboards, and presentations for internal and external stakeholders.
- Ensure timely submission of donor-required reports, including baseline, midline, and end-line evaluations.
C. Learning and Knowledge Management
- Facilitate organizational learning by documenting lessons learned, best practices, and innovations.
- Lead learning events, reflection sessions, and after-action reviews with project teams and partners.
- Support adaptive management through evidence-based recommendations.
D. Capacity Building
- Provide training and technical support to CDHI staff, partners, and stakeholders on MEL approaches and tools.
- Strengthen MEL capacity within the organization and contribute to a learning-oriented culture.
E. Stakeholder Engagement and Collaboration
- Collaborate with national and regional health authorities, implementing partners, and donors on MEL initiatives.
- Participate in technical working groups, MEL communities of practice, and evaluation networks.
F. Proposal Development and MEL Integration
- Lead/contribute to MEL sections in grant proposals, including logical frameworks, M&E plans, and theories of change.
- Ensure MEL considerations are embedded throughout the project lifecycle, from design to closure.
Key Qualifications
Required Qualifications
- At least Master’s in Monitoring & Evaluation, Public Health, Project Management, Statistics, Health Informatics, or a related field.
- Minimum of 5 years of progressive experience in designing and implementing MEL systems for health or development programs.
- Strong understanding of Ethiopia’s health system, health information system and digital health.
- Strong analytical skills and experience with data management platforms, statistical software, and visualization tools.
- Demonstrated ability to communicate MEL findings effectively to technical and non-technical audiences.
- Proven experience working with government institutions, donors, and international partners.
- Excellent written and verbal communication skills in English.
Preferred Qualifications
- Experience with mixed-methods evaluation approaches and adaptive learning frameworks.
- Familiarity with donor MEL requirements.
- Knowledge of Amharic and/or other local languages.
- Experience working in digital health or implementation science settings.

Duration and Reporting
This is a full-time position with an initial 1-year contract, renewable based on performance and institutional needs. The MEL Expert will report directly to the Director and work closely with the University of Gondar leadership, project teams, and external stakeholders.
