Revitalizing the HIS Performance in the Conflict-Affected Area: In the Case of Tehulederie District
Conflicts led to the destruction of health infrastructure and exacerbate the problems of the fragile health system. The three years northern Ethiopia conflict affected the HIS and other health infrastructure, the motive, and psychology of health workforces. Tehulederie Woreda was one of the districts which were verified as model in HIS performance by the ministry of health through the Capacity Building and Mentorship Program (CBMP). Even if the district was model in HIS performance, the HIS infrastructure (recording, reporting, and data analysis and display tools, computers, and other supplies) were demolished during the conflict. This affects the quality data generation, informed decision making practices and routine service delivery.
The Woreda health office in collaboration with different partners tried to restore the health system including HIS by mobilizing different resources. The University of Gondar with the consortium Wollo University conducted a situational analysis to identify areas of interventions to revitalize the HIS program at the district. From the situational analysis, it was found that, the HIS infrastructure restoration was better done by regional health bureau in collaboration with different partners. However, skill gaps related to HIS, M&E practice, and motivation was the identified gaps which need our intervention.
Based on the identified gaps, need based gap filling capacity building training and onsite mentorship and coaching was done by the UoG in collaboration with Wollo University and South Wollo Zonal health department for two weeks (January 27- February 11/2024). More than 45 health professionals and leaders received the training. The mentorship was conducted at five health centers, one hospital and woreda health office and more 100 health professionals coached during mentorship.
Finally, agreed action plan was prepared and to have virtual supporting platform through phone calls, text message and common telegram channels.
